  2. Notice to Bid - West Mary Street Bridge and Sidewalk Project

    Sealed bids for the Mary Street Bridge and Sidewalk Improvements Project will be received by the City Clerk at 101 Court Street, Jackson, Missouri 63755 until 2:00 PM Local Time on Wednesday, June 1, 2022, at which time and place they will be publicly opened and read aloud. No bids will be accepted after this time, and no electronic or facsimile submittals will be accepted.

     

     All Bidders shall submit in a separate, sealed envelope the Bid Proposal form provided in accordance with the Contract Documents. The envelope shall be clearly marked on the outside with the Bidder’s name, address, phone number, the Project Name, and the date and time of the Bid Opening. The proposal shall also be accompanied by a bid security in the form of a bond, certified check, or cashier’s check for an amount not less than five percent (5%) of the bid amount.

     

     For a contractor to be awarded this project the contractor must have a fully responsive contractor questionnaire on file with the Missouri Highway and Transportation Commission at least 7 days prior to the bid opening date. All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the 2022 Missouri Standard Specifications for Highway Construction.  No Second Tier Subcontracting will be allowed.

    In general, the elements of the Work include, but are not limited to, furnishing all labor, equipment, materials, tools, and other incidental items for the construction of a new bridge on Mary Street with the associated roadway embankments and approach asphalt pavement, concrete sidewalks, block walls, concrete walls, storm, sanitary sewer and water system improvements, pavement striping, traffic control and work described in the Plans, Project Manual, or reasonably inferable therefrom.  The City anticipates giving the Notice to Proceed in July of 2022.

     

     Bid packages will be distributed electronically via an ftp link at no cost to the bidder.  Hard copies will not be available for purchase.  Bidders may make printed copies of the bid documents (plans, project manual, and a bid packet) at their own expense.  When requesting the ftp link, you will be required to provide your company name, a contact person and phone number, a complete company address and an e-mail address to be added to the Plan Holders List and for receiving official bidding communications and addenda. If you are not on the Plan Holders List, you will not receive any addenda issued.  To request the electronic ftp link, email Mike Spalding at mspalding@cochraneng.com.  Project and bidding questions shall be conducted exclusively via e-mail. Any questions regarding this project must be submitted to: mspalding@cochraneng.com, by 4:00 pm local time on May 25, 2022.  No written questions after this date or any verbal questions will be recognized.

     

     The City of Jackson hereby notifies all bidders that it will affirmatively insure that in any Contract entered into pursuant to this invitation, minority business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, or national origin in consideration of award.

     

     All wages paid for work under this Contract shall comply with requirements of the prevailing wage law of the State of Missouri, Sec. 290.210 through 290.340 R.S. Mo. 1978, as amended. Bidders must agree to comply with all statutory regulations referred to in the Contract Documents.

     

     The City of Jackson reserves the right to waive any informality, technicalities, and to reject any and all bids. Each Bidder must deposit with the bid security in the amount, form, and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw their Bid within sixty (60) days after the actual date of the Bid Opening. If a contract award is made, it will be made to the lowest and best, responsive, responsible Bidder.
