WATER SYSTEM FACILITY PLAN IMPLEMENTATION PROJECT, GROUP 1B MAINS
CITY OF JACKSON, MISSOURI
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Water System Facility Plan Implementation Project, Group 1B Mains, H&S Project No. 1601303 will be received by: James Roach, City Administrator, City of Jackson, Missouri, 101 Court Street, Jackson, Missouri 63755, until 10:00 A.M. local time on Wednesday, April 26, 2017, at which time the Bids received will be publically opened and read.
The work in general consists of approximately 6,080 feet of new water main construction, existing main abandonment, and service transfers and is defined as follows:
N. Farmington Road: Construction of approximately 1,940 feet of 8-inch water main along N. Farmington Road from W. Main Street to Cecile Dr., including abandonment of the existing main and service transfers.
S. Missouri Street: Abandonment of existing 2-inch water main along S. Missouri Street from E. Madison Street to W. Main Street and the transfer of all water services from the 2-inch main to the existing 8-inch water main.
E. Madison Street/S. Hope Street: Construction of approximately 1,120 feet of 8-inch water main along E. Madison Street from S. Missouri Street to S. Hope Street and along S. Hope Street from E. Madison Street to E. Monroe Street, including abandonment of the existing main and service transfers.
E. Adams Street: Construction of approximately 950 feet of 8-inch water main along E. Adams Street from S. Hope Street to S. Maryland Street, including abandonment of the existing main and service transfers.
S. Ohio Street: Abandonment of the existing 2-inch water main along S. Ohio Street from W. Adams Street to W. Main Street and the transfer of all water services from the 2-inch main to the existing 6-inch water main.
Pepper Alley: Abandonment of the existing 2-inch water main along Pepper Alley from N. High Street to N. Hope Street and the transfer of all water services from the 2-inch main to the existing 6-inch water main.
E. Jefferson Street: Construction of approximately 370 feet of 8-inch water main along E. Jefferson Street from S. High Street to S. Hope Street, including abandonment of the existing main and service transfers.
N. Hope Street: Construction of approximately 670 feet of 8-inch water main from Greensferry Road North to the end of N. Hope Street, including abandonment of the existing main and service transfers.
Greensferry Road: Construction of approximately 1,030 feet of 8-inch water main along Greensferry Road from N. Hope Street to N. Maryland Street, including abandonment of the existing main and service transfers.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form.

Copies of the Bidding Documents may be obtained from the Issuing Office electronically upon payment of a $25 non-refundable fee for each set. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Bid security in the amount of 5 percent of the Bidder’s Maximum Bid Price must accompany each Bid, as stated in the Instructions to Bidders.
WITHDRAWAL OF BIDS
Bids may be withdrawn prior to the time of opening of the first Bid; Article 16 of the Instructions to Bidders provides additional information of withdrawal of bids.
REJECTION OF BIDS
Bids received from Contractors not listed on the official Bidder’s List as recorded by the Electronic Plan Room of Quest CDN will be returned to the bidder unopened.
The City of Jackson (the Owner) reserves the right to reject any and all Bids for a sound, documented reason.
AWARD OF CONTRACT
Award of contract will be made only to responsible contractors possessing the ability to perform successfully, which will be determined by considering such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
The prevailing wage rate be paid to all employees working on its construction projects in accordance with Missouri State Law. The prevailing wage rates can be found in the Contract Documents.
