  2. Notice to Bid - Electric Transmission/Distribution Line Relocation Project at Center Junction

    Separate sealed bids for Electric Transmission/Distribution Line Relocation Project at Center Junction (Transmission pole located east of South Old Orchard Road and north of East Jackson Boulevard, and including distribution poles near the end of Birk Lane) for the City of Jackson will be received in the office of the City Clerk at City Hall, 101 Court Street, Jackson, Missouri 63755, until 2:00 P.M. (prevailing local time), on Tuesday, December 3, 2019, and then at said office publicly opened and read aloud.

    Bids shall be prepared by the Contractor and submitted on a proposal form.  The envelopes containing the bids must be sealed, addressed, and designated as bids for the “Electric Transmission/Distribution Line Relocation Project at Center Junction; Attn: City Clerk.”

    In general, the project consists of removing an existing 65’ steel pole for the 34.5kV transmission line and installing an 85’ steel pole in the existing highway crossing.  The project will also relocate two spans of 15kV overhead 336 ACSR 3 phase line near the end of Birk Lane.  The contractor shall furnish all labor, materials, and equipment.  The contractor will be working within the MoDOT public right-of-way, which will require permits.

    The Owner reserves the right to waive any informality or to reject any or all bids.   No Bidder may withdraw his bid within 60 days after the actual date of the bid opening.  The City may issue addenda as may be necessary in the best interest of the public and the City of Jackson.  If a contract award is made, it will be made to the lowest and best, responsive, responsible Bidder.

    The City hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of 1938.  The Work Hours Act of 1962 also applies. Bidders who agree to provide work under this Contract must provide a ten-hour OSHA construction safety program or other similar program approved by the Department of Labor and Industrial Relations of the State of Missouri, in accordance with Sec.292.675 RSMo.

    The Missouri Prevailing Wage Law requires the use of the published minimum wage rate for public works projects valued over $75,000.00.

    The City of Jackson hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
