  2. Notice to Bid - Work Pad Construction for Electrical Improvements

    Separate sealed bids for the construction of a work pad on the north side of East Jackson Boulevard, (approximately 600 feet east of the center of South Old Orchard Road), which will be utilized for the relocation of electric lines near the Diverging Diamond Interchange Project at Center Junction, in the City of Jackson, together with other related improvements indicated on the project plans, will be received in the office of the City Clerk, Liza Walker, until 10:00 o'clock A.M., on Tuesday, October 1, 2019, and then at said office publicly opened and read aloud.

    The envelopes containing the bids must be sealed, addressed, and designated as bids for the “Work Pad Construction for Electrical Improvements; Attn: City Clerk." 

    The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance, and Payment Bond, and other contract documents may be examined at the following:

    The Public Works Department, 101 Court Street, Jackson, Missouri, 63755, Phone: (573) 243 – 2300, and Koehler Engineering & Land Surveying, Inc., 194 Coker Lane, Cape Girardeau, Missouri, 63701, Phone: (573) 335 – 3026.

    Copies may be obtained on or after Wednesday September 11, 2019, by contacting the office of Koehler Engineering & Land Surveying, Inc., 194 Coker Lane, Cape Girardeau, Missouri 63701, upon payment of non-refundable seventy-five ($75.00) dollars for each set.

    All proposals shall be made on the printed forms bound in or enclosed with the specifications. 

    No Pre-Bid Meeting is planned for this project.

    Each bidder must deposit with his bid security in the amount, form, and subject to the conditions provided in the Information for Bidders.

    No bidder may withdraw its bid within 30 days after the actual date of the opening thereof.

    The City may issue addenda as may be necessary in the best interest of the public and the City of Jackson.

    The City hereby reserves the right to reject any or all bids, to waive any informalities in the bids received, and to accept the bid or bids from the contractor that in its judgment will be the lowest and best, responsive, responsible bidder for the City of Jackson, Missouri.

    If a contract award is made, it will be made to the lowest and best, responsive, responsible bidder.

    Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109, and E.O. 11246.  If the amount of the contract exceeds $75,000, then the prevailing wage requirement will be mandatory.  If the amount of the contract is less than $75,000, then the Contractor will not be required to pay the State or Federal Prevailing Wage.

    Bidders who agree to provide work under this contract must provide a ten-hour OSHA construction safety program or other similar program approved by the Department of Labor and Industrial Relations of the State of Missouri, in accordance with Sec.292.675 RSMo.

    The City of Jackson hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration of award.
