  2. Notice to Bid - Holiday Extravaganza Lighting Program

    Notice is hereby given that separate sealed bids under the Holiday Extravaganza Lighting Program to serve the City of Jackson will be received in the office of the City Administrator at City Hall, 101 Court Street, Jackson, Missouri 63755, until 2:00 p.m. (prevailing local time) on Tuesday, April 30, 2019.  Bids will be publicly opened and read aloud at that time.

    The envelopes containing the bids must be sealed, addressed, and designated as bids for the “Holiday Extravaganza Lighting Program; Attn: City Administrator”.

    The purpose of this program is to provide installation services to illuminate approximately 100 trees, 20 utility poles, one pavilion, and a pedestrian bridge in the City Park during the Christmas holiday season for a contract term of three consecutive years (2019, 2020, and 2021).

    An optional pre-bid meeting will be held on Tuesday, April 23, 2019, at 9:00 a.m., at the Jackson Civic Center, located at 381 East Deerwood Drive.  At a minimum, prospective bidders are required to visit the City Park before submitting a bid.

    The Specifications & Proposal Documents, Contract between Owner and Contractor, Bid Sheet, and other contract documents may be examined at City Hall in the office of the Public Works Department or a copy may be requested by calling (573) 243-2300.

    The contractor shall only use the Bid Sheet and affidavits or photocopies thereof.  All sheets shall be typewritten or signed in permanent ink.  Any bids received subsequent to the aforementioned time will be rejected.  

    The City may issue addenda as may be necessary in the best interest of the public and the City of Jackson.

    The City reserves the right to waive any informalities or to reject any or all bids.  Each bidder must deposit with his bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders.  No bidder may withdraw his bid within 30 days after the actual date of the bid opening.  If a contract award is made, it will be made to the lowest and best, responsive, responsible bidder.  The City reserves the right to award any combination of the various base bids, as well as any combination of the base bids and alternative bid items.

    Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109, and E.O. 11246. 

    All wages paid for work under this Contract shall comply with requirements of the prevailing wage law of the State of Missouri, Sec. 290.210 through 290.340, R.S. Mo. 1978, as amended.  Bidders must agree to comply with all statutory regulations referred to in the specifications. 

    The City of Jackson hereby notifies all contractors that it will affirmatively insure that in any contact entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, ancestry, or national origin in consideration for an award.
